2005 ANNUAL REPORT

The Byram Township Police Department consists of fifteen sworn officers and two records clerks. The department has always been committed to delivering professional police services to its residents. The Byram Township Police Department had several significant changes during 2005.

  •  Chief John M. Gutwerk retired on March 31, 2005 after thirty-one years of service.
     

  • Lieutenant Raymond F. Rafferty assumed the position of Acting Chief of Police on April 1, 2005 and was permanently appointed as Byram Township’s Chief of Police on October 1, 2005.
  • Police Officer Guy M. Mariani was promoted to the rank of Sergeant in June, 2005.
  • Police Officer Brian J. Moreland was hired in June, 2005 and completed his basic academy training in December, 2005.
  • The department received a $4,000 grant and participated in the New Jersey Division of Highway Traffic Safety’s “Click It or Ticket Mobilization” program along with many other police departments throughout the State and nation. Byram Police Officers issued 296 safety belt summonses during a two week period in May and June, 2005 increasing safety belt usage on Township roads by 7 percent .
  • The department was awarded $9,521 from the New Jersey Division of Highway Traffic Safety as part of the Drunk Driving Enforcement Fund. In 2005 the Department arrested 83 individuals for driving while intoxicated. The Byram Township Police Department will continue to strictly and aggressively enforce the D.W.I. laws to keep our roadways safe and sober.
  • The Byram, Newton and Andover Township Police Departments received a grant from the New Jersey Division of Highway Traffic Safety to simultaneously participate in an “Aggressive Driving Enforcement” campaign along Route 206 in July, 2005. The department was awarded $3,500 and issued 134 summonses for aggressive driving violations in a two week period.
  • The department completed its fourteenth year instructing D.A.R.E. to the fifth grade classes at the Intermediate School. The D.A.R.E. graduation ceremony and picnic were held in May, 2005. Three Byram Officers are trained as D.A.R.E. instructors.

 In 2005, Byram Township Police Officers averaged ten days of in-service training and traveled over 150,000 miles during their patrols. The department will continue to serve the citizens of the Township to the best of its ability.
